Agoura Hills is its own city, and that changes the paperwork

This is the first thing worth knowing. Agoura Hills is not part of the City of Los Angeles, so your kitchen permit does not come from LADBS. It comes from the City of Agoura Hills building division, with its own counter, its own plan-check queue and its own submittal requirements. Contractors who work mostly inside the city of Los Angeles sometimes find that out after they have promised you a start date. We submit here regularly and we schedule around the real review time.

Fix Brothers is a licensed remodeling contractor owned by two brothers, with a shop in Chatsworth that has been open since 2015. Agoura Hills is about half an hour west of us on the 101, close enough that the person who measures your kitchen is on site while it gets built.

The three kitchens we keep opening here

Most of Agoura Hills went up between the early 1970s and the late 1980s, and those tract kitchens share a pattern: a closed room behind the dining area, a soffit over the uppers, a window above the sink and a pantry cabinet that was never deep enough. Up on the newer hillside streets the kitchens are larger and already open to a family room, so the work is about reconfiguring the island, taking cabinets to a tall ceiling and replacing finishes chosen when the tract sold. Old Agoura is different again: bigger lots, ranch and equestrian properties, houses that have been added onto more than once, and kitchens that show every one of those additions in the ceiling plane.

What we find behind the cabinets

  • Soffits hiding a duct, a vent stack, or in plenty of cases empty space we can reclaim.
  • Panels sized for the house as built, now feeding central air, an induction cooktop and sometimes an EV charger.
  • Recirculating hoods that vent into the cabinet above instead of outside.
  • Additions framed over earlier rooflines, which is why the ceiling steps where it does.
  • Hard water scale in the supply lines, which is why a new faucet can still feel weak.
  • In Old Agoura, properties on septic, where a new dishwasher and disposal are worth thinking about rather than just installing.

Wall removal: check the framing, not the floor plan

The wall between the kitchen and family room is the request we get most. In the 1970s and 1980s houses it frequently carries ceiling joists, which means an engineered beam and a plan-check review at the city rather than an over-the-counter permit. In the newer houses the roof is more often carried on trusses spanning the full width, leaving interior partitions holding nothing structural. We get into the attic and look at which way the framing runs before we price anything, so the estimate matches the wall you actually have.

Fire zone requirements reach further than people expect

Much of Agoura Hills sits inside a Very High Fire Hazard Severity Zone. For a kitchen that stays inside the existing walls this changes little. It starts to matter as soon as the project touches the outside: a new or enlarged window, a bump-out for a banquette, a skylight, a new vent or hood cap. Then exterior materials, vent screening and the details that keep embers out all come into the drawings, and so does defensible space around the work area during construction. We flag that at the estimate stage rather than in plan check.

Oak trees are protected, and the city means it

Agoura Hills protects its oaks through a tree ordinance, and the protected zone extends well past the trunk. If a kitchen project means a bump-out, a new foundation, a trench for a gas or water line, or heavy equipment parked under a canopy, the oak comes into the permit. We locate protected trees on the site plan at the start, keep staging and trenching out of the root zones, and when encroachment cannot be avoided we handle the tree permit as part of the package instead of discovering the problem mid-job.

HOA tracts and architectural review

Several Agoura Hills neighborhoods, including the lake and the gated hillside tracts, have architectural committees. Inside the house they rarely have an opinion. They start having one the moment something shows outside: a window change, a hood cap through the wall, exterior paint, or where a dumpster and a portable toilet sit during the work. We prepare the submittal with the drawings and sequence demolition after the approval returns.

How a kitchen runs here, and how long

  • Site visit with the panel open, the attic checked and protected trees located.
  • A written scope priced line by line, with allowances that leave the finish choices to you.
  • Engineering, City of Agoura Hills permit, HOA submittal and a tree permit if one is needed.
  • Demolition, framing and beam work, inspected before the ceiling closes.
  • Gas, water and new circuits roughed in, then signed off by the inspector.
  • Drywall and paint, then cabinets, counters, tile, flooring, hood, appliances and the final walkthrough.

Count on roughly five to nine weeks of construction after the permit is issued. Cabinets and stone set the pace more than labor does, so we order early and sequence the trades to the delivery dates. If a bearing wall is coming out, the city plan check sits in front of that.

Work you can look at

Our Sherman Oaks kitchen with open shelving and a pro range is the closest match for an open-up of a closed tract kitchen, soffit removed and the hood ducted properly. Kitchen fixture installation shows the finish-level work on a smaller scope.

Worth reading before you call

Start with kitchen remodeling for the full scope, or kitchen refresh if the layout works and only the surfaces are tired. If the wall is the whole question, see load-bearing wall removal and what wall removal does to the timeline. For sequencing read the kitchen remodel timeline, and to choose between the two routes, remodel or refresh.

The same company handles the small jobs afterward, which is covered on the Agoura Hills service area page. Request your free written estimate and we will book a time to come out.

Frequently asked questions

Who issues the kitchen permit in Agoura Hills?

The City of Agoura Hills building division, not LADBS. Agoura Hills is an incorporated city with its own counter and its own plan-check queue, and the submittal requirements are not identical to the city of Los Angeles. We submit here regularly, pull the permit under our own license and schedule the job around the real review time rather than an assumed one.

Does the fire hazard zone affect an interior kitchen remodel?

Not much, as long as the work stays inside the existing walls. It starts to matter the moment something changes outside: a new or enlarged window, a skylight, a bump-out, a new vent or a hood cap. Then exterior materials and ember-resistant detailing come into the drawings. We tell you which category your project falls into at the estimate stage.

There is a big oak next to the house. Does that stop the project?

It rarely stops it, but it has to be planned for. The city protects oaks and the protected zone reaches well past the trunk, so trenching, new footings, a bump-out or equipment parked under the canopy can all trigger a tree permit. We locate protected trees on the site plan first, keep staging out of the root zones and handle the permit as part of the package when encroachment is unavoidable.

Can you open the wall between my kitchen and family room?

Usually, once we know what the wall carries. In the 1970s and 1980s tract houses it often holds ceiling joists, which means an engineered beam and a plan check at the city. In the newer hillside houses the roof is more often on trusses that leave interior partitions non-structural. We look in the attic before pricing, so the estimate reflects your actual framing.

How long does an Agoura Hills kitchen remodel take?

Expect somewhere between five and nine weeks of construction after the permit comes through. Cabinet and stone lead times usually matter more than the labor, so we order early. Add the city plan-check period in front of that if a bearing wall is coming out, and the architectural committee review if your tract has one. The estimate lists dated phases.
