LAMC 41.40 bans construction and repair work near homes on Sundays in the City of LA. What the code says, the exceptions, and how nearby cities differ.
The short answer
Inside the City of Los Angeles, no. Los Angeles Municipal Code Section 41.40(c) prohibits "construction or repair work of any kind" on land developed with residential buildings, or within 500 feet of it, at any time on a Sunday. The same subsection limits Saturdays and national holidays to 8:00 a.m. to 6:00 p.m. Monday through Friday the working window is 7:00 a.m. to 9:00 p.m., which follows from subsection (a)'s ban on loud construction tools between 9:00 p.m. and 7:00 a.m.
Two exceptions are written into the code: a homeowner working on their own single-family house, and emergency repairs. A paid technician at your house on a Sunday does not fit the first, and a sticking door does not fit the second. That is why Fix Brothers takes calls seven days a week but schedules hands-on work in the City of LA Monday through Saturday. Sunday appointments inside the city are look-and-price visits: the technician measures, photographs, and leaves you with one fixed price for work the following week.
What LAMC 41.40 actually says
The section sits in Chapter IV (Public Welfare) of the municipal code. Three parts matter to a homeowner:
- Subsection (a): nights. Between 9:00 p.m. and 7:00 a.m., no one may perform construction or repair work that uses a power-driven drill, excavator, or "any other machine, tool, device or equipment which makes loud noises" to the disturbance of people sleeping in nearby homes, hotels, or apartments. Servicing construction equipment and delivering materials to a job site are banned in those hours too. A knowing and willful violation is a misdemeanor.
- Subsection (c): weekends and holidays. On land developed with residential buildings, or within 500 feet of it, no one other than "an individual homeowner engaged in the repair or construction of the homeowner's single-family dwelling" may perform "construction or repair work of any kind" before 8:00 a.m. or after 6:00 p.m. on a Saturday or national holiday, "nor at any time on any Sunday." Note the wording: it is not limited to loud work. A quiet job like hanging a door is still repair work.
- Subsection (b): variances. The Board of Police Commissioners, through its Executive Director, can grant written permission to work outside these hours where the work is in the public interest or where stopping it would cause hardship or unreasonable delay. The application fee is $493. For a handyman visit, that is not a realistic route.
Enforcement belongs to the LAPD Noise Enforcement Team, whose public summary of the rule reads: Monday through Friday 7:00 a.m. to 9:00 p.m., Saturdays and national holidays 8:00 a.m. to 6:00 p.m., and "Sundays, no construction except for residents."
The two exceptions, read carefully
Owner-occupant. Subsection (c) excludes a homeowner repairing or building on their own single-family dwelling. If you want to patch your own drywall on a Sunday afternoon, the code allows it. The exemption does not extend to someone you hire, and it is written for single-family homes, not condos or apartment units.
Emergency repair. The Saturday, Sunday, and holiday limits do not apply to "the emergency repair of any building or structure," of earth supporting or endangering a building, of a public utility, or of a public way. Separately, subsection (b) exempts emergency work made necessary by a flood, fire, or other catastrophe. The code does not define emergency beyond that. If water is running where it should not, call (323) 593-3663 and tell the office exactly what is happening; what we can do that day depends on whether it is the kind of emergency the code describes. Everything else is booked for the first permitted day. We do not label a routine Sunday request an emergency to get around the rule.
Does quiet work count?
People ask whether a Sunday job with hand tools, no drilling, no compressor, is allowed. Reading the text, subsection (a) is about noise, but subsection (c) is about the day: "construction or repair work of any kind." We are a repair company, not a law firm, so we schedule to the plain wording rather than argue it on your doorstep. A neighbor who hears a hammer on Sunday has a code section to point to, and the complaint goes to the Noise Enforcement Team.
Neighboring cities have their own rules
LAMC 41.40 applies only inside the City of Los Angeles. Several cities we serve wrote different hours, and they differ from one another enough that we check the address before offering a weekend slot.
- Burbank (BMC 9-1-1-105.10). Construction, alteration, repair, and maintenance work regulated by the building code may run Monday through Friday 7:00 a.m. to 7:00 p.m. and Saturday 8:00 a.m. to 5:00 p.m.; none on Sundays or city holidays. The owner-builder exception allows Sunday and holiday work 8:00 a.m. to 5:00 p.m. for interior work only, and only when the owner and family members do the work themselves. Emergency work is excepted. The section took effect January 1, 2026. See our Burbank page.
- Pasadena (PMC 9.36.070). Construction or repair work in a residential district, or within 500 feet of one, is limited to Monday through Friday 7:00 a.m. to 7:00 p.m. and Saturday 8:00 a.m. to 5:00 p.m., and prohibited on Sundays and listed holidays. The Sunday ban lifts when the owner or lessor does the work with no more than two helpers, or with a petition showing consent from 65 percent of households within 500 feet and every adjacent household. Emergency work is exempt. See handyman in Pasadena.
- Culver City (CCMC 9.07.035). The one city on this list where Sunday work is permitted. Construction is allowed Monday through Friday 8:00 a.m. to 8:00 p.m., Saturday 9:00 a.m. to 7:00 p.m., and Sunday 10:00 a.m. to 7:00 p.m. The section adds that home repairs are not considered construction, while minor exterior improvements such as roof replacement or patio construction are. Under 9.07.050, power saws, sanders, drills, and similar tools audible past the property line may run only between 7:30 a.m. and 10:00 p.m. Ask the office about a Sunday slot in Culver City; the code allows one.
- West Hollywood (WHMC 9.08.050(d)). Construction is prohibited between 7:00 p.m. and 8:00 a.m. on weekdays, at any time on Saturday except interior construction between 8:00 a.m. and 7:00 p.m., and at any time on Sundays and listed holidays. The code defines construction to include "any construction, maintenance or repair on buildings" (9.08.030), so a handyman visit counts. Exterior work in West Hollywood is therefore a weekday job.
Beverly Hills, Santa Monica, Calabasas, and Malibu are separate cities with their own codes, and we have not quoted their hours here. If you are unsure whether your address falls inside the City of Los Angeles, give the office the cross streets and we will check before offering a weekend time.
How Fix Brothers schedules around it
The office is open seven days, 8am to 8pm. Book a 2-hour arrival window online at /request-a-quote or call (323) 593-3663; the office usually calls back within about 15 minutes. What a Sunday booking means depends on where you live:
- City of Los Angeles address. The Sunday slot is a look-and-price visit. The technician inspects the job, photographs it, and measures; the office then sends one fixed price for the whole job, agreed before any work starts. The work itself is booked Monday through Saturday, with Saturday work kept inside 8:00 a.m. to 6:00 p.m.
- Culver City address. Hands-on work inside the city's Sunday window of 10:00 a.m. to 7:00 p.m. is something to ask for when you book.
- Burbank, Pasadena, West Hollywood. Sunday is a look-and-price visit as well. Saturday rules there are tighter than in Los Angeles (Burbank and Pasadena stop at 5:00 p.m.; West Hollywood allows interior work only), so exterior and noisy items are scheduled for weekdays.
Saturday is the realistic weekend option in Los Angeles. Ten hours, 8:00 a.m. to 6:00 p.m., covers a full list: door repairs from $145, deadbolts and locks from $145, faucet and toilet repairs from $165, drywall patches from $285, or a half day of mixed small items through our handyman service. Send photos of everything on Sunday, agree on the price, and have it done the following Saturday with the paperwork already settled.
Fix Brothers is family-run by brothers Derek and George and has worked across Los Angeles since 2015, with a 4.9 rating on Yelp (about 170 reviews) and 4.9 on Google (66 reviews). Our technicians live across the city, so most jobs are within a 30-40 minute drive of one of them, and we send a certificate of insurance on request for buildings that require one.
