Do You Need a Permit to Remodel a Bathroom in Los Angeles?

Which bathroom work needs an LADBS permit, which does not, and why the answer changes the moment you move a drain or add a circuit.

Bathroom permit requirements depend on the complete scope and the property jurisdiction. Keeping a fixture in the same position does not automatically make the work exempt. For City of Los Angeles properties, LADBS offers express permits for eligible work and plan review for more complex projects. Confirm the applicable requirements before demolition or ordering materials.

Describe replacement work clearly when checking requirements

Include the following in your scope review; this list is not a list of permit exemptions.

  • Replacing a faucet, toilet, vanity or sink in the same location
  • Replacing tile on floors or walls with no waterproofing or layout change
  • Painting, new mirror, lighting fixtures on existing boxes
  • Replacing a shower door or a tub with the same size unit in the same spot

Changes to include in the permit discussion

  • Plumbing: moving or adding a drain, supply or vent; replacing a shower pan; tub-to-shower conversion; new water heater
  • Electrical: new circuits, an exhaust fan on a new circuit, heated floors, moving outlets or adding lighting boxes
  • Structural: removing or moving walls, enlarging a window, changing the floor framing for a curbless shower
  • Mechanical: new ventilation ducted outside

What the inspector looks at

  • Shower pan test: the pan is flooded and held to prove it does not leak
  • Rough plumbing: drain slope, venting, trap arms
  • Rough electrical: GFCI protection, dedicated circuit for the fan or heated floor, box fill
  • Framing and blocking for grab bars and glass
  • Final: fixtures, fan venting outside, tempering valves

Allow for the actual approval and inspection process

Ask which permit route applies, whether drawings or corrections are needed, and which inspections must happen before work is covered. An express-permit route and a project requiring plan review have different preparation needs. Confirm current processing information with the responsible office; a general article cannot promise an approval date or inspection slot.

How we handle it

We remodel bathrooms across Van Nuys, Studio City, Santa Monica, Calabasas and Marina del Rey.

A quick scope check

List anything being replaced, moved or added: fixtures, drains, wiring, ventilation, waterproofing, walls and windows. Note the property address and whether it is a house or condo. Take that complete list to the responsible building department or your project team. No layout change is not the same as no permit.

Frequently asked questions

Do I need a permit to replace a bathtub in Los Angeles?

Do not assume that the same size and location make a bathtub replacement exempt. Describe the fixture, plumbing and surrounding work to the responsible building department and confirm the required permit route.

Do I need a permit to retile a shower?

Describe whether the work changes only the tile or also the substrate, waterproofing, pan or drain. Confirm permit and inspection requirements for that scope before removing finishes.

How long does a bathroom permit take in LA?

Timing depends on the permit route, complete documentation, any plan corrections and the responsible office. Ask for current processing information before committing to a construction start.

What happens if I remodel a bathroom without a permit?

If work was completed without required approvals, ask the responsible building department how to address it. Do not assume finished surfaces establish compliance or that the work can be accepted without further review.

Do condos need permits too?

Yes, and the HOA usually has its own approval and insurance requirements on top of the city permit.

Check the address and scope before planning the permit route

Start with the property jurisdiction, not the mailing city alone. The LADBS homeowner guide explains the City of Los Angeles process, including express permits and plan review. The LA County Building and Safety guide helps identify the office responsible for properties in its jurisdiction. An express permit is still a permit; keeping a layout does not by itself settle what approvals are needed.

Bring a short scope list: fixtures staying or moving, shower or tub changes, electrical and ventilation work, and any wall or opening changes. Ask which permits and inspections apply, who will coordinate them, and which work must remain visible for inspection. Confirm the current requirements with the responsible building department before work begins.

Prepare photos and questions using our bathroom planning checklist, then request an estimate for the actual scope.
