Yes, every garage conversion in LA needs a permit. Here is what LADBS looks at, what happens if you skip it, and how the process actually runs.
Yes. In the City of Los Angeles and every neighboring city, converting a garage into living space is permitted work. It changes the use of the structure, adds conditioned square footage and touches electrical, plumbing and fire separation, which is exactly what building departments exist to inspect. The good news: since the state ADU laws, the process is faster and more predictable than it was five years ago.
What LADBS actually checks
- Fire separation between the converted space and the main house, and between the unit and the property line.
- Egress: a compliant entry door and a bedroom window large enough to climb out of.
- Ceiling height of at least 7 feet in habitable rooms, which rules out some low-slab garages without floor work.
- Insulation and Title 24 energy compliance for walls, ceiling, windows and HVAC.
- Electrical: a sub-panel or upgraded service, GFCI and AFCI protection, smoke and CO detectors.
- Plumbing: if you add a bathroom or kitchenette, the sewer connection, venting and water heater.
- Structure: the slab, framing and the new front wall where the garage door was.
The parking question
Homeowners worry most about losing the garage as parking. For an ADU conversion, California law says the city cannot require you to replace the parking you lose. For a non-ADU conversion such as a plain home office, replacement parking rules depend on your zone and can be a driveway space. We confirm which case applies at the feasibility visit before anything is drawn.
How the permit process runs
- Feasibility check on the structure, setbacks, utilities and access.
- Plans and, where needed, structural engineering. For an ADU, LA's pre-approved standard plans can shorten review.
- Submission to LADBS (or Burbank, Pasadena, Santa Monica, Culver City, Beverly Hills, Calabasas or West Hollywood, which have their own departments).
- Plan-check corrections. There are almost always some; we answer them.
- Permit issued. Construction starts with inspections at foundation or slab work, framing, rough plumbing and electrical, insulation, drywall and final.
Typical timing in 2026: 6-10 weeks from submission to permit for a standard conversion, faster with an approved standard plan.
What happens if you skip the permit
- You cannot legally rent the space, and an ADU without a certificate of occupancy is not an ADU.
- Buyers' inspectors and appraisers flag it; lenders may not count the square footage.
- Insurance can deny a claim for a fire or leak in unpermitted space.
- The city can require you to open walls for inspection or remove the work.
- Retroactive permits cost more than doing it right the first time.
How Fix Brothers handles it
We are a licensed general contractor. The permit is pulled under our license, not yours, we answer plan-check corrections and we schedule every inspection. One crew runs the job from the front wall to the last coat of paint. See our garage conversion and ADU and garage conversion pages, or read the current ADU rules in Los Angeles.
We convert garages every month in Burbank, Winnetka, Reseda, North Hollywood and Encino.
Checklist before you call a contractor
- Photos of the garage inside and out, including the slab and the electrical panel
- Your property address so we can check zoning and overlays
- Whether you want a bathroom or kitchenette, which drives the sewer question
- How you plan to use the space: rental ADU, office, gym or guest suite
- Any HOA rules if you are in a planned community
Frequently asked questions
Can I convert my garage without a permit if I keep it as a home office?
No. Converting a garage to habitable space is a change of use and requires a permit regardless of how you plan to use it.
How long does a garage conversion permit take in LA?
Usually 6-10 weeks from submission for a standard conversion, less with an LA-approved standard ADU plan.
Do I lose parking if I convert my garage?
For an ADU, the city cannot require replacement parking. For other conversions it depends on zoning; a driveway space often satisfies it.
What if my garage ceiling is too low?
We either lower the floor on a raised system where possible or accept a raised, insulated floor over the slab and check the resulting height against the 7-foot minimum.
Does a garage conversion need a separate address?
An ADU is typically assigned a unit designation (for example 1234 1/2 or Unit B) as part of the process.
